The SADC Development Finance Resource Centre (www.sadc-dfrc.org), a SADC subsidiary institution, was appointed interim secretariat for the Network at the February conference, a position subsequently recognised by SADC Ministers responsible for Finance and Investment. As secretariat, the DFRC will assist in the formative stages of the Network in developing and implementing governance structures and capacity building and policy programmes of the Network. The SADC 3P Secretariat comprising a full team of professionals is housed within the DFRC and will deliver the Network’s programme. The team is headed by a PPP expert.
The Advisory Committee is made up of representatives of the Network’s active donors and certain partners. It will advise the Steering Committee on the Network’s work programme and guide the Network’s Secretariat on the delivery of the programme. From time to time, the membership of the Committee may also be given to a sector specialist or individual with high capacity to contribute technically.
SADC 3P Network’s Steering Committee is responsible for the direction of the Network and provides guidance on policy and activities. It consists of one representative from every SADC country. Representation vests with the respective member state and institutions within that country. Each institution also appoints an alternate representative to ensure consistency in representation. Representatives are appointed by the Government of each member state via the Senior Treasury Official (STO) forum. Where possible, the Steering Committee representative will be the head of the national PPP unit or the head of the Unit in charge of central Government PPP policy. In addition to their work on the Steering Committee, the delegates will also serve as the Network’s main point of contact for their respective country.
